The State of California has again UNFROZEN funding for the CAP Repair Program which provided low income motorists, whose vehicles failed a California smog check, with up to $500 in repair subsidy. The repair portion of this program was on hold due to budget problems although vehicle retirement had been reinstated, with up to $1500 paid to motorists who have failed a smog check. A new program called VRRRM Program has also been offered to help motorists obtain up to $800 in emission related repairs without a long application process and without consumer copayment. This new assistance program targets tailpipe emission failures and current information concerning the process may be obtained for San Gabriel Valley residents at 626-798-7151 Mon-Fri 9-5. Since most smog check repairs are expensive, often in the hundreds of dollars, it now becomes imperative that you prepare your vehicle properly prior to testing and that you begin the smog check process at the right kind of station for your situation. The proper way to prepare is to have clean oil, a clean air filter, a recent tune up if necessary, and it helps to have 91 octane fuel in your tank on the day of the testing. Another hint, as we approach the warm weather, is to have your test performed in the cooler morning hours. This advice is aimed at older and higher mileage cars for the most part. Late model, low mileage vehicles usually pass a smog check without this preparation but it may be wise to follow the manufacturer's recommended maintenance schedule. Furthermore, do not attempt a smog check inspection shortly after having replaced or "jumped" the battery or having had your mechanic turn off the "check engine" light. Your vehicle might fail if the self diagnostic system programmed into your vehicles emission computer has not had the opportunity to complete the required self testing of the emission control devices your car is equipped with. In most cases, vehicles undergoing a smog check for the purpose of changing ownership would be best advised to have the inspection conducted at a "gold shield" smog check station in order to avoid multiple testing charges as "test only" smog check centers are prohibited from conducting repairs.
